Request for Expression of Interest
Procuring Entity : Municipal Development and Lending Fund ( MDLF ) Location : West Bank
Assignment : Training on " Climate Change Response " for raising municipal capacities And Developing Standard Operating Procedures ( SOPs ) related to Climate Change
MDLF intends to apply part of the proceeds under Project " Municipal Development Program IV ( MDPIV ) " financed by the GIZ and the Belgian Development Agency ( Enabel ) , toward pay- ment under the Contract " the above - mentioned assignment " ( hereinafter called " the Services " ) . The main objective of this assignment is to increase municipal capacities in climate change adaptation and managing natural hazards at the local level through creating awareness and enhancing municipal knowledge and skills . Additionally , to develop and implement SOPs for municipalities to enhance their responsiveness to climate change . These SOPs will be measurable , scalable , and aligned with national and international climate policies . The SOPs should guide municipal staff in addressing climate - related challenges and pro- vide clear action steps for integrating climate change considerations into municipal planning , operations , and decision - making processes .

MDLF now invites eligible firms to express their interest in providing the services . Interested firms must provide information indicating that they are qualified and have the relevant experience to perform the services . The shortlisting criteria for firms are : General firm's profile ( Core business and years in busi- ness , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) .
2. MDLF draws the attention of the interested firms to the conflict of interest articles included in the World Bank's Procurement Regulations for IPF Borrowers , fourth edition dated September 2023 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
3. Request for Proposals ( RFPs ) will be sent to the shortlisted firms . Firms will be selected under Se- lection based on Quality - Cost Based Selection ( QCBS ) in accordance with the provisions of the World Bank's Procurement Regulations for IPF Borrowers , fifth edition dated September 2023 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
4. Interested eligible consulting firms may inspect the Request for Expressions of Interest ( REOI ) through the Public Procurement Portal and obtain further information from MDLF during office hours 8:00 AM to 3:00 PM from Sunday to Thursday at the address given below .
5. Expressions of interest must be delivered to the address below on or before 10/04/2025 . Late expressions will be rejected .
