Assignment Title : Implementation a Pilot an Incentive Initiative in the Rehabilitation of Solar Water Heating Systems at the household sector :
Tender reference No. 7/2025 Enabel
The Palestinian Energy and Natural Resources Authority ( PENRA ) has received financing from Enabel to empower Palestinian youth in an environmentally sustainable Palestine . In the framework of the second Pillar of the Portfolio ( climate and environment ) , one intervention is focusing on West Bank " Green West Bank intervention " .
The consulting services ( " the Services " ) include conducting an awareness - raising campaign within the community in two of the targeted LGU ( the locations will be determined later ) The project duration is two months from signing contract to highlight the benefits of solar water heating ( SWH ) systems , execute rehabilitation SWH system , conduct two technical hands - on training and conduct two workshops to disseminate the results and recommendations among LGUs representative .

The Palestinian Energy & Natural Resources Authority now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the requirements and relevant experience to perform the Services . The shortlisting criteria are :

Firm Experience :

The Firm must complete at least one similar contract in nature , scope , and complexity .
Technical Capabilities :
The Firm is required to demonstrate its technical capabilities pertinent to the project requirements . This includes proficiency in the tools , methodologies , or systems necessary for delivering high - quality results .
Key Experts will not be evaluated at the shortlisting stage .
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
A consultant will be chosen following the Palestinian Public Procurement procedure , which involves an open national competitive selection of consulting firms using the Quality Cost Based Selection method ( QCBS ) .
