The Palestinian Water Authority announces the need to contract a Consultant Firm to " develop and implement a comprehensive management information system ( MIS ) aiming to enhance internal information management and col- laboration between departments ; make reliable data for planning and decision making readily available ; support project management , approval and monitor- ing procedures ; and improve information exchange with external institutions and development partners " through finance from the Austrian Development Agency ( ADA ) , within the project " Institutional Support Program ( ISP ) The Central Tendering Department ( CTD ) now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consult- ants should provide information demonstrating that they have the required qualifica- tions and relevant experience to perform the Services . The shortlisting criteria are : General Experience : Have been in business for at least the past 15 years in MIS Field . Specific Experience : Evidence of Firm capability and relevant experience in the execution of Consultancy Assignment of a similar nature , including the nature and value of the relevant contracts , as well as works in hand and contractually committed ( list presented should not exceed 10 relevant assignments . The first 10 assignments will only be considered ) . The evidence shall include successful experience in the execution of at least one ( 1 ) similar assignment , or sum of two ( 2 ) or three ( 3 ) Consultancy Services that are similar in nature and size and com- plexity during the last five ( 5 ) years , with focus on implementing part .
Key Experts in the ToRs will not be evaluated at the shortlisting stage . Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub- consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected .
A Consultant will be selected in accordance with the Quality and Cost Based Selec- tion ( QCBS ) method set out in the Procurement Regulations .
