The Palestinian Liberation Organization has received a grant from the International Development Association ( IDA ) for USD 20 million for the benefit of the Palestinian Authority ( PA ) to finance the Digital West Bank & Gaza Project ( the Project ) . The Project will seek to produce concrete and tangible results for the Palestinians by enhancing access to high - speed broadband services and increasing access to selected e - services for citizens and businesses . The Project will focus on key points to unleash digital transformation in the Palestinian territories , addressing some of the bilateral challenges that prevent digital transformation from achieving its full potential . It will strengthen the Palestinian territories ' digital resilience and the PA's ability to respond to shocks such as COVID - 19 .
The Ministry of Telecommunications and Digital Economy ( MTDE ) is undertaking a comprehensive digital transformation strategy aimed at significantly enhancing public service delivery across Palestine . Within this strategic context , the planned Appointment Reservation System , to be known as Mawaeed , will be developed as a centralized digital platform to facilitate structured , efficient , and transparent citizen interactions with government entities .
The digitization of appointment scheduling through Mawaeed represents a foundational step within MTDE's broader digital government framework , supporting eventual integration into a complete end - to - end digital public service ecosystem . Initially , this platform will be deployed across three primary government institutions : the Palestinian Land Authority ( PLA ) , Palestine Post , and the Palestine High Judicial Council ( HJC ) . However , Mawaeed is to be explicitly designed with modularity and scalability to accommodate future expansions , allowing seamless onboarding of additional public institutions and integration with wider governmental digital systems .
In alignment with Palestine's national digital transformation agenda , Mawaeed will adopt a modular and scalable architecture to serve as a foundational component of broader government digitalization . The system will follow a " privacy - by - design " approach , ensuring that data security , citizen consent , and protection are embedded in all system layers . This ensures long - term sustainability and trust as more entities and services are onboarded . By addressing immediate challenges such as long waiting periods and manual appointment management processes , the system is expected to significantly enhance citizen convenience , accessibility , and satisfaction , while simultaneously laying critical groundwork for comprehensive digital governance in Palestine .
Mawaeed Appointment Reservation System aims to modernize the way Palestinian citizens access key government services by introducing an integrated digital scheduling platform . The current state of service delivery across public institutions - particularly at the Palestinian Land Authority ( PLA ) , Palestine Post , and High Judicial Council ( HJC ) -relies heavily on manual , fragmented , and paper - based processes , resulting in long queues , citizen frustration , and inefficient use of staff resources .

The Ministry of Telecom and Digital Economy ( MTDE ) now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services .
The shortlisting criteria of the firm is : core business and years in business ; relevant experience with references ; and technical and managerial capability of the firm . Key Experts will not be evaluated at the shortlisting stage . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " dated November 2020 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest .
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
