Assignment Name : Local Technical Consultant for the Design and Supervision of Four Green and Inclusive Public Spaces in Tubas , Nablus , Hebron and Bethlehem Governorates

The Belgian agency for international cooperation ( Enabel ) , through the Municipal Development and Lending Fund ( MDLF ) , has provided a grant to implement targeted interventions addressing the negative impacts of climate change under Sub - Component 3.3 of the Municipal Development Program Phase 4 ( MDP4 ) . This initiative seeks to pilot innovative approaches suited to the Palestinian context and to scale up successful existing solutions across four key sectors : eco - buildings , climate - resilient public spaces , renewable energy and energy efficiency , and sustainable waste management .
Accordingly , MDLF intends to allocate part of the grant proceeds to finance payments under the contract for the above - mentioned assignment ( hereinafter referred to as " the Services " ) .
The main objective of this assignment is to design and develop green public spaces that are safe , inclusive , and accessible within the identified sites , through active engagement with the local communities . The detailed Terms of Reference ( TOR ) for the assignment can be viewed at the website : www.MDLF.org.ps/TOR .
1. MDLF now invites eligible firms to express their interest in providing the services . Interested firms must provide information indicating that they are qualified and have the relevant experi- ence to perform the services . The shortlisting criteria for firms are : General firm's profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) . 2. MDLF draws the attention of the interested firms to the conflict of interest articles included in the World Bank's Procurement Regulations for IPF Borrowers , fourth edition dated September 2023 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Cor- ruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 . Request for Proposals ( RFPs ) will be sent to the shortlisted firms . Firms will be selected under Selection based on Quality - Cost Based Selection ( QCBS ) in accordance with the provisions of the World Bank's Procurement Regulations for IPF Borrowers , fourth edition dated September 2023 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated Janu- ary 2011 .

Interested eligible consulting firms may inspect the Request for Expressions of Interest ( REOI ) through the Public Procurement Portal and obtain further information from MDLF during office hours 8:00 AM to 3:00 PM from Sunday to Thursday at the address given below .
Expressions of interest must be delivered to the address below on or before 28/07/2025 . Late expressions will be rejected .
