1. Tubas Water Utility ( TWU ) has received funds from the Agence Française de Développement ( the French Development Agency ) to establish House connections to the sanitation network in Tubas Governorate .
2. Tubas Water Utility ( TWU ) now invites sealed bids from eligible bidders ( Palestinian contractors of minimum Grades 3 with valid classification from the Palestinian National Classification Committee in the field of water and wastewater who meets the post qualifica- tion criteria and requirements in the Bidding Documents ) for the construction and completion of construction of House connections to the sanitation network in Tubas Governorate facilities ( " the Works " ) .
3. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of TWU in the ad- dress 1 shown below .
4. A complete set of bidding documents may be purchased by interested bidders starting on Monday 14/7/2025 from the Central Tendering Department at the address 2 shown below and upon payment of a non - refundable fee of One Hundred Euro ( 100 € ) . The method of payment will be Bank Deposit to the TWU Account No. 460460 of Bank of Palestine .

5. A site visit will be organized on Sunday 03/08/2025 , and the meeting will be at 10:00 AM at the Tubas Water Utility . A Pre - Bid meeting will be held to receive contractors ' inquiries at the same place after the site visit ends , noting that the last date for inquiries is Thursday 07/08/2025 and the last date for responses is Monday 11/08/2025 . The purchasing process will be updated on the Public Procurement Portal website https://www.shiraa.gov.ps/ with an appendix of the minutes of the Pre - Bid meeting , inquiries and any other appendices .
6. Offer validity period : Offers must be valid for 120 days from the date of opening the envelopes ( 17/8/2025 to 14/12/2025 ) . 7. The Bid must be accompanied by a Bid security of 28,000 EUR for Tubas Water Utility . Guarantees are valid for 30 days after the expiry of the bids ( 150 days from the date of opening the envelopes ) , i.e. ( from 17/08/2025 to 13/01/2026 ) .
8. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement's Standard Bidding Documents : Procurement of Works .
9. Bids must be submitted to the Central Tendering Department at address No. ( 2 ) below in a sealed envelope bearing the tender name and number , on or before 12:00 on Sunday , 17/08/2025 . Bids will be opened in a public session at the same time and place .
