The Palestinian Authority has received financing from the Norwegian Ministry of Foreign Affairs toward the cost of the Monitoring the Installation Works of Hybrid PV Systems with Battery Energy Storage for 13 Public Hospitals in the West Bank and intends to apply part of the proceeds for consulting services .
The consulting services ( " the Services " ) include Monitoring the Installation Works of Hybrid PV Systems with Battery Energy Storage for 13 Public Hospitals in the West Bank ,
Level of effort ( Five ( 5 ) months ) ,
Expected start date of assignment ( January , 2026 )

Higher Council for Public Procurement Policies ' electronic website : https://www.shiraa.gov.ps The Palestinian Energy & Natural Resources Authority now invites eligible Individual Consultants ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are : At least 10 years of experience in supervising renewable energy installations , especially hybrid PV and BESS .
Experience in supervising installations in public facilities or similar sensitive environments . Demonstrated knowledge of DISCOS , LGUs , IEC standards , local codes , and safety protocols .
A consultant will be selected under Quality and Cost Based Selection ( QCBS ) in accordance with the Public Procure- ment Law No. 8 of 2014 , and its Implementing Regulations ( Public Procurement System No. 5 of 2014 ) , which can be found at the following website : www.shiraa.gov.ps
A Consultant will be selected in accordance with the open national competitive selection of Individual Consultants considering the Quality and Cost Based Selection ( QCBS ) method . Further information can be obtained at the ad- dress below during office hours from 8:00 a.m. -3 : 00 p.m. ( Palestine local time ) .
Expressions of interest must be delivered in a written form ( by courier / in person ) ; ( signed , initialled and stamped ) to the address below by 12:30 Noon ( Palestine Local time ) on 22/09/2025 .
