Request for Expression of Interest
Procuring Entity : Municipal Development and Lending Fund ( MDLF )
Location : West Bank
Assignment : Local Technical Consultant for the Design and Supervision of Water , Sanitation , and Solid Waste subprojects in Four Selected Municipalities in the West Bank
MDLF intends to apply part of the proceeds under Project " Municipal Development Program IV ( MDPIV ) " financed by the DRO ( Danish Representative Office ) , toward payment under the Contract " the above - mentioned assignment " ( hereinafter called " the Services " ) .
The main objective of this assignment is is to provide technical assistance to the targeted localities ( LGUS ) , specifically the four localities in the West Bank for the implementation of infrastructure sub- projects approved as part of Window 3 of MDP IV including detailed engineering design & preparation of bidding documents , participation in the procurement management of the sub - projects and provide supervision of the sub - projects accommodating the applicable environmental and social procedures , procurement and other procedures under the municipal development project stage four .

1. MDLF now invites eligible firms to express their interest in providing the services . Interested firms must provide information indicating that they are qualified and have the relevant experience to perform the services . The shortlisting criteria for firms are : General firm's profile ( Core business and years in business , qualifications in the field of the assignment , technical and managerial organization of the firm , general qualifications and number of key staff ) .
2. MDLF draws the attention of the interested firms to the conflict of interest articles included in the World Bank's Procurement Regulations for IPF Borrowers , fourth edition dated September 2023 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
3. Request for Proposals ( RFPs ) will be sent to the shortlisted firms . Firms will be selected under Selection based on Quality - Cost Based Selection ( QCBS ) in accordance with the provisions of the World Bank's Procurement Regulations for IPF Borrowers , fourth edition dated September 2023 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
4. Interested eligible consulting firms may inspect the Request for Expressions of Interest ( REOI ) through the Public Procurement Portal and obtain further information from MDLF during office hours 8:00 AM to 3:00 PM from Sunday to Thursday at the address given below .
5. Expressions of interest must be delivered to the address below on or before 02/09/2025 . Late expres- sions will be rejected .
