Through the Institutional Support Program ( ISP ) funded by the Austrian Representative Office , the Central Tendering Department ( invites registered local engineering companies and international engineering companies specialized and qualified in the field of water and wastewater studies a to participate in expressing of interest in preparing an Integrated and Harmonized Master Plan for Sanitation Services , Water Transfer and Reuse in the West Bank .

The consulting services ( " the Services " ) include :

The contract objective is to generate a unified , integrated and up to date database for the current sanitation and reuse conditions in the West Bank and a comprehensive master plan that can be used as a decision - making tool and base for future appraisals and fund raising .. The specific objectives of the consultancy services inter alia :
Integrate and update a master plan for sanitation services and water reuse in the West Bank , including transfer of treated or untreated wastewater where feasible .
Provide recommendations to improve services with prioritized short- and long - term projects .
Establish measures and propose alternatives to reduce or eliminate transboundary wastewater .
Review and update design criteria for wastewater collection , treatment , and reuse .
Update wastewater assets , projects , costs , investment plans , and awareness campaigns for the next 20 years .
Emphasize high - priority investments for the next 10 years .

Integrate and update GIS database for wastewater , reuse , and transfer systems in coordination with the Water Authority . Explore opportunities for clean energy production from wastewater pipelines and sludge use to reduce treatment costs .
The estimate level of effort for the key staff is 36 person - months . The assignment is expected to commence in January 2026 , and the implementation period is around twelve ( 12 ) months .

The Applicant shall submit only one application , either in its own name or as a member of a Joint Venture ( JV ) . If an Applicant ( including any JV member ) submits or participates in more than one application , those applications shall be all rejected . However , the same Subconsultant may participate in several applications .

If the Applicant is a JV , the expression of interest shall include :
a copy of the JV Agreement entered into by all members ,

Or

a letter of intent to execute a JV Agreement , signed by all members together with a copy of the Agreement proposal , In the absence of this document , the other members will be considered as Subconsultants .
The Central Tendering Department ( CTD ) hereby invites eligible consulting firms ( " Consultants " ) to express their interest in providing the required services . Interested Consultants should submit information demonstrating their qualifications and relevant experience to perform the services according to the evaluation criteria specified in the terms of reference
A consultant will be selected in accordance with the Consultant's Quality and Cost - based Selection ( QCBS ) method set out in the Procurement Regulations .
The PWA will prepare a short list of maximum six candidates to be pre - selected based on the expressions of interest received to whom it will : send a Request for Proposals to perform the services . Shortlisting criteria are
