REQUEST FOR EXPRESSIONS OF INTEREST
( CONSULTING SERVICES - FIRMS SELECTION )
Project : Public Financial Management Improvement Project ( PFMIP )

Assignment Title : Consulting service of developing a Financial Solution Financial Bridge - FinBridge ( a middleware Solution for integrating DMFAS and IFMIS Programs ) .

The Ministry of Finance ( MoF ) has received financing from the World Bank toward the cost of the International Development Association , and intends to apply part of the proceeds for consulting services . The consulting services ( " the Services " ) include building a middleware software solution called Financial Bridge which will serve as an orchestrator between various financial systems within the Ministry of Finance , this integration is intended to automate and streamline the daily transactions that the Debt Management Department currently enters manually into both systems , improving efficiency , accuracy , and overall operational workflow .
Financial Bridge will include the following core components as per the detailed attached ToR :
User Management - to control access and permissions based on user roles . Configuration Module - for managing system parameters and operational settings .
Logging and Monitoring - for tracking system activity , performance , and issue diagnosis .
Data Mapping to align and transform data structures between the two systems .
Data Integration Module - for secure and reliable data exchange between DMFAS and IFMIS .
Overdraft Loan Management - to automate interest calculation , data synchronization , and audit trail for Bank Overdraft Accounts .
The assignment will be implemented over a period of 5 months from contract signing to final acceptance . The expected start date of the assignment is April 2026 .
Interested Consultancy firms are invited to e - mail : pfmi.bids@pmof.ps to obtain the detailed Terms of Reference ( TOR ) . The Palestinian Ministry of Finance now invites eligible consulting firms ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria will be scored as : 30 % qualifications and experience ( core business and years in business ) , 50 % Relevant experience , 20 % Technical and managerial capability of the firm .
The shortlisting criteria are : core business and years in business , relevant experience , technical and managerial capability of the firm . Key Experts will not be evaluated at the short - listing stage .
Shortlisting Criteria
Core Business : a national consulting firm shall have experience in the field of web development , software applications , and related technologies .
Years in Business : At least 5 proven software project experiences in web development , software applications , and related technologies .
Relevant experience :
The consulting firm shall demonstrate its understanding of the required assignment described in the ToR
Provide list of relevant implemented projects and the year of implementation

Provide clear references and contacts for validation .
Evidence of at least five ( 5 ) successful contracts of SIMILAR projects in terms of technical nature , purpose and complexity completed within the last four years .
Ability to mobilize technical resources : the consulting firm shall be able to mobilize knowledgeable , capacity and experienced managerial and technical resources to implement this assignment .
The managerial capability of the firm :

Has certifications / eligibility documents .

Has an impressive experience of following up and supervising quality assurance procedures . The attention of interested Consultants is drawn to Section III , paragraphs , 3.14,3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " dated November 2020 ( " Procurement Regulations " ) and all its Subsequent amendments , setting forth the World Bank's policy on conflict of interest .
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
A Consultant will be selected in accordance with the Quality and Cost Based Selection ( QCBS ) method set out in the Procurement Regulations .
