The Yabous Cultural Center ( hereinafter called " the Client " ) has received financing ( hereinafter called " the Funds " ) toward the cost of the Development and Rehabilitation of Facilities for Yabous Cultural Center - Jerusalem , within the framework of the project " Action for East Jerusalem's Identity and Resilience ( AJIR + ) " financed by the Agence Française de Développement ( AFD ) and implemented by the NGO Development Center ( NDC ) . It is intended that part of the proceeds of these Funds will be applied to eligible payments under the contract for the Development and Rehabilitation of Facilities for Yabous Cultural Center - Jerusalem .

The Yabous Cultural Center now invites sealed bids from eligible Bidders who are officially registered contractors for the construction and completion of the following Lots :
Lot 1 : Civil Works - Wood Works , Metal Works for the Stage and Orchestra Pit , Steel Supporting System for Curtains , Steel Ladders for Roof , Fixing Emergency and Exit Doors , and Waterproofing for the Center's Roofs ( Faisal Husseini Hall ) .
о Lot 2 : Mechanical Works - New VRF System to cover most of the Center's Facilities as indicated in the BOQ and Drawings , removal of the existing Chiller System and piping , adjustment works of Air Handling Units , and related / relevant electrical works including cabling and wiring ( the " Works " ) .

Bidders may elect to submit bids for either Lot 1 or Lot 2 , or for both Lots 1 and 2 . Further information and inspection of the Bidding Documents can be obtained at the Yabous Cultural Center Procurement Unit , 10 Zahra Street , Tel : 02-6261045 .
Soft copies of the Bidding Documents ( USB or email ) may be purchased by interested Bidders at the Yabous Offices , 10 Zahra Street , upon payment of a non - refundable fee of USD 200. Contractors who have previously purchased the tender documents may obtain a free copy for this retender .
All bids must be accompanied by a Bid Security valid for 120 calendar days as follows : ILS 25,000 for Lot 1 .

Contractors who submitted bids previously may use the same bid bond .
Bidding documents will be available for collection from Monday , 22.09.2025 until Wednesday , 24.09.2025 . A mandatory site visit and pre - bid conference will be held on Wednesday , 24.09.2025 at 10:00 a.m. The deadline for submission of bids is Wednesday , 01.10.2025 no later than 2:00 p.m.
Bids will be opened in the presence of Bidders ' representatives who choose to attend , on Wednesday , 01.10.2025 at 2:00 p.m. at the offices of the Yabous Cultural Center . Bidders may submit questions or requests for clarification by email to : Projectco1 @ yabous.org no later than 26.09.2025 . Responses will be provided no later than 28.09.2025 . The Employer reserves the right to reduce the Works by up to twenty percent ( 20 % ) for each Lot , if deemed necessary , without any objection or claim from the Contractor . The Contractor for Lot 2 - Mechanical Works shall submit , together with his bid , the catalogues and technical data sheets of the proposed brand of the VRF System . The Yabous Cultural Center is not bound to award the contract to the lowest bidder .
