Expert in Establishing Water Utilities
Request for Quotation Individual Consultant
1. The Palestinian Water Authority ( hereinafter called " Client " ) has received financing ( hereinafter called " the funds " ) from The Austrian Development Agency ( ADA ) ' s to finance the Expert in Establishing Water Utilities in the Palestinian Water Sector Project .
2. This assignment aims to provide practical recommendations to the Head of the PWA that include a short list of priority utilities to be established , based on clear and agreed - upon criteria with PWA specialists and sector stakeholders , ensuring sustainability and improved service delivery The detailed Terms of Reference ( TOR ) for the assignment can be found on the PWA website : https://www.pwa.ps/ar/Bids .
3. Qualifications , Skills , knowledge and Competencies
A degree in Civil engineering , architecture , urban planning , public administration , law , or other relevant field , with at least 15 years of professional experience .
Strong familiarity with the institutional and regulatory context of local governance systems , Local Authorities Law , Water Law , and regulations governing the establishment of water utilities and JSCs .
Extensive knowledge of local authorities ' realities , needs , and capacities ( technical , financial , and institutional ) .
Proven experience working with multidisciplinary teams . Strong reporting and analytical skills .

4. Assignment Duration :
Six ( 6 ) calendar months .

The level of effort is 75 working days , equivalent to 3 working days per week .

7. Evaluation :

The candidate achieving the highest score in the technical evaluation , in accordance with the evaluation criteria specified in the ToR , will be invited to submit a financial proposal .
