Detailed Design for the Rehabilitation of existing cells ,

Construction of new cells , and Installation of gas collection and leachate collection / treatment systems at ( 1 ) Zahrat Al - Finjan and ( 2 ) Al - Minya Landfills

MDLF has received financing in the amount of US $ 25 million equivalent from the TFGWB , and PID- MDTF toward the cost of the West Bank and Gaza Integrated Solid Waste Management - Phase I Project and it intends to apply part of the proceeds to payments for goods , works , non - consulting services and consulting services to be procured under this project .
MDLF intends to apply part of the proceeds under the Project toward payment under the Contract " the above - mentioned assignment " ( hereinafter called " the Services " ) .
The primary objective of this assignment is to provide detailed design for the rehabilitation and extension of the existing two sanitary landfills in the West Bank , Zahrat Al - Finjan and Al - Minia Sanitary Landfills , including the detailed design for leachate collection and treatment system and gas collection and management systems , in addition to stormwater management . The detailed Terms of References ( TORS ) for the assignments can be viewed at the website : www.MDLF.org.ps/TOR . 1. MDLF now invites eligible firms to express their interest in providing the services . Interested firms must provide infor- mation indicating that they are qualified and have the relevant experience to perform the services .

2. The shortlisting criteria are :
A. General firm's profile :

Core business : The firm shall possess a strong engineering design background for major environmental infrastructure with proven experience as the lead firm in the design of at least 3 major sanitary landfills in the last ten ( 10 ) years of similar complexity that were implemented satisfactorily , with working knowledge in the MENA region . Years in Business : The firm must have a minimum of 10 years of experience in the field of the assignment . B. Qualifications in the Field of the Assignment :
Proven track record in sanitary landfill design and landfills ' rehabilitation .
Expertise in landfills ' construction methods and materials , operations , and environmental and social management , monitoring , closure , and institutional support .

C. Technical and Managerial Organization :

Technical Capacity : The firm uses recognized , pre - approved methodologies for designs , project management , environ- mental & social safeguards , construction supervision , etc.
Managerial Capacity : proven record in managing similar complex projects and managing technical teams efficiently and effectively

D. General Qualifications and Key Staff :

• Permanent Qualified Staff : Staff includes project managers , civil and geotechnical engineers , mechanical engineers ,
surveyors , road engineers , CAD designers , environmental and social specialists
3. MDLF draws the attention of the interested firms to the conflict of interest articles included in the World Bank's Procurement Regulations for IPF Borrowers , Sixth edition dated March 2025 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
4. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
5. Request for Proposals ( RFPs ) will be sent to the shortlisted firms . Firms will be selected under Selection based on Quality - Cost Based Selection ( QCBS ) in accordance with the provisions of the World Bank's Procurement Regulations for IPF Borrowers , Sixth edition dated March 2025 first published in July 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .

7. Expressions of interest must be delivered to the address below on or before 28/10/2025 . Late expres- sions will be rejected .
