REQUEST FOR EXPRESSIONS OF INTEREST ( Consulting Services - Individual Consultant Selection )

Assignment Title : Biodiversity Conservation and Sustainable Management of Living Natural Resources Assessment and Management .

The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Advancing Sustainability in Performance , Infrastructure , And Reliability of Energy Sector in The West Bank and Gaza ( ASPIRE III ) Project and intends to apply part of the proceeds for consulting services .
The consultant is required to :
The Consultant shall maintain close coordination with PENRA's and PETL's Environmental and Social ( ES ) teams throughout the assignment to ensure alignment with institutional requirements and World Bank ESF standards . The Consultant shall submit bi - weekly progress reports to PENRA and PETL summarizing work completed , planned activities for the next two weeks , issues / risks and mitigation measures , and any requests for approvals or inputs . Bi- weekly reports shall not exceed 2 pages ( plus annexes where needed )
For each deliverable , the Consultant shall prepare and present the main findings and outcomes ( e.g. , in PowerPoint format ) to PENRA , PETL , and other relevant stakeholders before moving to the next task . This will allow early feedback , agreement on methodologies , and validation of results .
Draft deliverables shall be submitted in English ( primary ) and Arabic ( summary ) . Final deliverables must incorporate feedback received from PENRA , PETL , and the World Bank , and shall be submitted in editable format .
The Consultant must coordinate with PENRA and PETL in organizing site visits , ecological surveys , stakeholder consultations , and interviews . Such activities shall only be carried out following prior approval and logistical support from the ES teams , ensuring security , access to sites , and stakeholder availability .
High - quality ecological maps and spatial data shall be delivered , demonstrating the project alignment in relation to key biodiversity features .
The Consultant shall document interactions - Consultation and coordination records - with environmental authorities and stakeholders regarding biodiversity .
Level of Effort : Approximately 50 man - days over a 2 - month period .
Start date of assignment ( first of December 2025 ) .

The Palestinian Energy & Natural Resources Authority now invites eligible Individual Consultant ( " Consultants " ) to indicate their interest in providing the Services . Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are :

Education : The Lead Consultant shall hold at minimum an MSc degree in Environmental Biology , Ecology , Conservation Biology , Biodiversity , Natural Sciences , or a closely related discipline , with demonstrable focus on terrestrial ecosystems , species - habitat relationships and conservation biology .
Experience : The Lead Consultant shall have significant biodiversity experience to lead the ESS6 tasks , including a minimum 8 years of experience in ecological assessment and conservation in contexts similar to the West Bank / Middle East . Experience implementing activities aligned with the World Bank Environmental and Social Framework ( ESS6 ) is desirable . Experience in projects related to the electrical sector is desirable .
Technical skills : The Consultant shall have experience in producing high - quality GIS habitat and sensitivity maps , and to understand ecosystem service use by communities . Bilingual capability ( English and Arabic ) is important for effective communication with local communities and authorities .
The attention of interested Consultants is drawn to Section III , paragraphs , 3.14 , 3.16 , and 3.17 of the World Bank's " Procurement Regulations for IPF Borrowers " September 2023 ( " Procurement Regulations " ) , setting forth the World Bank's policy on conflict of interest .
A consultant will be selected in accordance with the open national competitive selection of individual consultants .
