1. The Palestinian Ministry of Health has received financing from the World Bank toward the cost of the Health System Efficiency and Resilience Project , and intends to apply part of the proceeds toward payments under the contracts for the Supply and Installa- tion of Medical Equipment .
2. The Palestinian Ministry of Health now invites sealed Bids from eligible Bidders for the Supply and Installation of Medical Equipment , as follows :
o Lot 1 -Neonatal & Infant Care Medical Equipment .
o Lot 2 - Critical Care Medical Equipment .
o Lot 3 - Surgery & Operating Room Medical Equipment .
o Lot 4 - X - Ray Imaging Equipment
o Lot 5 - Ultrasound Imaging Equipment
o Lot 6 - Laboratory Equipment
o Lot 7 - Anesthesia & Ventilation Medical Equipment .
3. Bidders may Bid for one or several contracts , as further defined in the Bidding document . Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so , provided those discounts are included in the Letter of Bid . 4. Bidding will be conducted through international competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " dated September 2023 ( " Procurement Regulations " ) , and is open to all eligible Bidders as defined in the Procurement Regulations .
5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents . The following weightings shall apply for Rated Criteria ( including technical and non - price factors ) : 50 % and for Bid cost : 50 % .
6. Interested eligible Bidders may obtain further information from the Palestinian Ministry of Health , attn : Mohannad Aqel ( email : maqel@hsrsp.ps ) , and may inspect the bidding documents at the MOH Procurement Unit ( for local bidders ) or request an electronic copy by email ( for foreign bidders ) .
7. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US $ 300 . The method of payment will be Bank Deposit in the following bank account :

8. Bids must be delivered to the address below on or before 10 December , 2025 at 11:00 a.m. ( local time ) . Electronic Bidding will not be permitted . Late Bids will be rejected . The outer Bid envelopes marked " Original Bid " , and the inner envelopes marked " Technical Part " will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend , at the address below on 10 December , 2025 at 11:00 a.m. ( local time ) . All envelopes marked " Second Envelope : Financial Part " shall remain unopened and will be held in safe custody of the Purchaser until the second public opening . 9.
