On behalf of the German Federal Foreign Office , the GIZ project " Flexible Implementation Mechanism for the Middle East " is supporting the Palestin- ian Civil Defense ( PCD ) in their mandate to provide professional disaster and emergency responses and protect the Palestinian people and their livelihoods from natural and man - made disasters and other emergencies .
GIZ is seeking to procure urban search and rescue equipment as well as personal safety and firefighting equipment for the Palestinian Civil Defense to support them in their mandate .
