Development of National Hazardous Waste Management Plan GZ - MDLF - 495913 - CS - QCBS
MDLF has received financing in the amount of US $ 25 million equivalent from the TFGWB , and PID - MDTF toward the cost of the West Bank and Gaza Integrated Solid Waste Management - Phase I Project and it intends to apply part of the proceeds to payments for goods , works , non - consulting services and consulting services to be procured under this project .
MDLF intends to apply part of the proceeds under the Project toward payment under the Contract " the above - mentioned assignment " ( hereinafter called " the Services " ) .
The primary objective of this assignment is to develop a comprehensive Hazardous Waste Management Plan for West Bank .

MDLF now invites eligible firms to express their interest in providing the services . Interested firms must provide information indicating that they are qualified and have the relevant experience to perform the services .

General firm's profile :
Core business : solid and hazardous waste management , environmental management , environmental engineering , or related environmental policy advisory services .
Years in Business : The firm shall have been in operation for a minimum of ten ( 7 ) years and shall demonstrate a consistent record of delivering consultancy services in the environmental and waste management sector . Experience in implementing assignments in fragile , conflict , and violence ( FCV ) contexts , preferably within the Middle East and North Africa ( MENA ) region .
The firm shall demonstrate sound financial standing , adequate staffing , and logistical capacity to undertake the assignment .
Qualifications in the Field of the Assignment :
The firm shall demonstrate proven experience in the preparation of national or regional Hazardous Waste Management Plans , hazardous waste inventories , and environmental management frameworks of comparable scope and complexity .
Expertise in the assessment of legal , institutional , and financial frameworks for hazardous waste management and in aligning national policies with international conventions , including the Basel , Rotterdam , Stockholm , and Minamata Conventions .
Experience in stakeholder engagement and public awareness programs , including work with government agencies , private sector actors , and civil society organizations in the field of environmental management . Technical and Managerial Organization :
Technical Capacity : the firm shall demonstrate effective project management and quality assurance systems to ensure timely delivery and technical excellence of outputs , based on successfully completed projects . Managerial Capacity : proven record in managing similar assignments and managing technical teams efficiently and effectively .
General Qualifications and Key Staff :
The firms shall demonstrate the availability of key staff / Senior Environmental Management Expert , Hazardous Waste Management Specialist , and Social Safeguards Specialists .
MDLF draws the attention of the interested firms to the conflict of interest articles included in the World Bank's Procurement Regulations for IPF Borrowers , Sixth edition dated March 2025 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
Request for Proposals ( RFPs ) will be sent to the shortlisted firms . Firms will be selected under Selection based on Quality- Cost Based Selection ( QCBS ) in accordance with the provisions of the World Bank's Procurement Regulations for IPF Borrowers , Sixth edition dated March 2025 first published in July 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
