1. The Palestine Liberation Organization has received financing from the World Bank toward the cost of the third phase of Advancing Sustainability in Performance , Infrastructure , and Reliability of the Energy Sector in the West Bank and Gaza and intends to apply part of the proceeds toward payments under the contracts for Supply of Electrical Materials for the Rehabilitation of connection points .
2. The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for the procure- ment of electrical materials for the rehabilitation of connection points , under this Specific Procurement Notice , the following items grouped in lots are required to be procured , the delivery destination will be PENRA's warehouses in Jericho :
Lot - 1 : Medium Voltage Universal Outdoor Switch Disconnector
Lot - 2 : Pole Mounted Medium Voltage Outdoor Automatic Circuit Recloser with Control Unit Lot - 3 : Combined Measuring Transformer for Medium Voltage Systems and Metering Assembly Lot - 4 : Outdoor termination for 42 KV and Outdoor Metal Oxide Surge Arrester .
Lot - 5 : Steel Materials ( Arms & Accessories )
Lot - 6 : Energy Billing Meters
Bidders may quote separate prices for one or several lots , as further defined in the Bidding document .
3. Bidding will be conducted through international competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " Sixth Edition , February 2025 ( " Procurement Regula- tions " ) , and is open to all eligible Bidders as defined in the Procurement Regulations .
4.Bids will be evaluated in accordance with the evaluation process set out in the bidding documents . The following weight- ings shall apply for Rated Criteria ( including technical and non - price factors ) : [ 60 % ] and for Bid cost : 40 % .
5.Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources Authority ( PENRA ) , Procurement Officer , Email : procurement@menr.org and inspect the bidding document during office hours [ hours 8:00 a.m. - 3:00 p.m. local time at the address given below .
6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 USD . The method of payment will be by deposit in the following bank account :

The document will be sent by Email or by hand national Courier . The bidding documents will also be downloaded via PENRA's website and the High Council for Public Procurement Policies website : https://www.shiraa.gov.ps/ar-JO/ProcurementList 7. Bids must be delivered to the address below on or before 29th December 2025 , 12:00 PM ( local time , GMT + 2 ) . Electronic Bidding will not be permitted . Late Bids will be rejected . The outer Bid envelopes marked " Original Bid " , and the inner envelopes marked " Technical Part " will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend , at the address below ( mentioned in paragraph no.11 ) on 29th December 2025 , 12:00 PM ( local time , GMT + 2 ) . All envelopes marked " Second Envelope : Financial Part " shall remain unopened and will be held in safe custody of the Purchaser until the second public opening .
8. Pre - bid meeting will be held to the potential bidders on 23/11/2025 at the address indicated below at 12:00 A.M. ( local time , GMT + 2 ) . The purpose of the meeting is to acquaint potential and interested bidders with the new World Bank procurement requirement on the Rated Criteria , the structure of the Bidding Document after reflecting this requirement ( Two - envelope procedure ) . A zoom link will be set up and shared with interested bidder ( s ) who wish to join the meeting remotely . 9. All Bids must be accompanied by Bid Security with an amount as following :
LOT1 : USD 3,500 .
LOT3 : USD 15,000 .
LOT5 : USD 2,500 .
LOT2 : USD 18,000 .
LOT4 : USD 2,300
LOT6 : USD 3,500 .
The bid security shall be valid for 148 days from the bid's submission date until 26th May 2026 .

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document .
