INVITATION to BID

Supply , Construction and Commissioning of Plant Nursery in Ramallah

House of Water and Environment / HWE is implementing the project " Greening Urban Areas to Improve Availability of Water and Scale up Climate Resilience in Ramallah City " , in cooperation with Ramallah Municipality .
This project is supported by the IKI Small Grants programme strength- ening local solutions for effective climate and biodiversity action . IKI Small Grants is part of Germany's International Climate Initiative ( IKI ) . It is funded by the Federal Ministry of Economic Affairs and Climate Action ( BMWK ) , the Federal Foreign Office ( AA ) and the Federal Ministry for the Environment , Nature Conservation , Nuclear Safety and Consumer Protection ( BMUV ) and carried out by Deutsche Gesellschaft für Internationale Zusammenarbeit ( GIZ ) GmbH .
In the frame work of the project , HWE invites eligible suppliers to submit their Bids to Supply and Construction of Plant Nursery in Ramallah according to the following conditions :
⚫ Eligible supplier should be registered at the VAT and customs department and has the ability to provide Zero VAT to House of Water and Environment with their VAT registration number and financial clearance certificates .
• Tenderer must provide a bid guarantee with a total of 5 % of the tender value as a bank guarantee or bank cheque valid for 120 calendar days starting from the date of submission ; personal cheques will not be accepted .
Eligible supplier can obtain tender documents by sending an email to hwe@hwe.org.ps , starting from Monday , 24th November 2025 , Office hours are from 8:00 am until 04:00 pm- Sunday to Thursday .
Eligible suppliers should submit their offers in a sealed envelope no later than Monday , December 8th , 2025 at 2:00 pm ( local time of Palestine ) .
A Site Visit to the location of the Nursery location in Ramallah / Al - Rihan will be organized on Monday , December 1st , 2025 at 11 AM .
Announcement costs of this advertisement shall be paid by awarded supplier
