Invitation to Bid ( Architectural and Engineering Design Services - Via the project of " Joint Decentralized Cooperation project for the Development of a Municipal Library for Young People and a Public Reading Policy for Children in Bethlehem " )

Tender No. 25/2025

Bethlehem Municipality ( BM ) , in collaboration with the Municipalities of Montpellier , Grenoble , Strasbourg , Chartres in France , has received a grant from the French Ministry for Europe and Foreign Affairs ( MEAE ) for the project " Joint Decentralized Cooperation project for the Development of a Municipal Library for Young People and a Public Reading Policy for Children in Bethlehem " . Technical Supervision will be conducted by Planning and Development Department at Bethlehem Municipality , in accordance to drawings , specifications , bill of quantities and Conditions of Contract related to the project . All interested bidders should pursue the following bidding Conditions :
1. Eligible bidders should be registered at the VAT and Customs department and should provide Bethlehem Municipality with their VAT registration number and financial clearance certificate .
2. This tender is open to qualified engineering offices specialized in the relevant field ( e.g. , architectural and engineering design , infrastructure planning , and technical supervision ) with proven experience in similar projects .
3. The bidders should emphasize on previous experience concerning familiar fields of such projects .
4. Bid Securities of 200 Euro should be submitted as bank guarantee valid for a period of 128 days starting from submitting day . Personal checks and or cash payments will not be accepted .
5. Interested eligible Bidders may obtain further information from Bethlehem Municipality , Arch . Ziad Alsayeh , during office hours ( 08:00 am to 14:00 pm ) on 09/12/2025 .
6. Provided Prices should be VAT excluded , and bidders must submit zero VAT invoice .
7. Bethlehem Municipality is not obliged to accept the lowest price .
8. Interested bidders can get bid documents from Bethlehem Municipality , starting from Tuesday 25/12/2025 from 9:00 am until 1:00 pm .
9. Eligible bidders should submit their offers in a sealed envelope enclosed no later than Monday 29/12/2025 before 11:00 a.m.
10. Bids opening session will be held on Monday 29/12/2025 at Bethlehem Municipality at 11:00 a.m.
