Digital communication for the Nablus Boulevard project , in Nablus City , Palestine No. NM / CS.E / 2025 / 063
1. The Municipality of Nablus , Palestinian Authority , Nablus ( hereinafter called " Client " ) has received financing ( hereinafter called " the funds " ) from the Agency Française de Development ( AFD ) through Lille Municipality toward the cost of [ Nablus Boulevard ] . The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued .
2. The Municipality of Nablus , now invites proposals from Palestinian consultants to provide the following consulting Services " Digital communication for the Nablus Boulevard project , in Nablus City , Palestine " . More details on the consultancy services are provided in the Terms of Reference ( TOR ) .
3. A Consultant shall be selected under the selection method based on Quality & Cost Based Selection QCBS ( technical 70 % , financial 30 % ) As shown in the ToR
4. Your proposal shall comprise your Proposal Submission Form , a
Technical Proposal ( including curriculum vitae ( CV ) ) , a Financial Proposal net of taxes ( Zero VAT ) and must be received at the following address by 20/01/2026 at 12:00 pm , Submissions by email and / or fax are not accepted .
5. Those interested can then purchase the documents from the address shown below after paying a non - refundable fee of 100 ILS
6. The price is in shekels and excludes VAT ( ZERO VAT )
7. All Bidders are invited to attend a pre - bid meeting to be held on the 10 / 01/2026 , at the above address at 10:00 am local time .
8. The offers will be opened at 12:00 PM on Tuesday , January 20 , 2026 9. The financial offer and the technical offer are delivered separately in a sealed envelope for each offer and are placed together in one envelope , and the name of the offer is mentioned for each envelope .
