MDLF intends to apply part of the proceeds under the Project " West Bank & Gaza Resilient Municipal Services Project ( RMSP ) -Cycle II " financed by the Trust Fund for Gaza and the West Bank ( TFGWB ) , toward payments under the Contracts for implementing " the above - mentioned assignments " ( hereinafter called " the Services " ) . The main objective of this assignment is to provide technical support to the targeted Municipalities located in WB Northern , Middle and Southern Governorates for the implementation of infrastructure projects approved in their strategic development and investment plans . This technical support and assistance will include on - the- job training and full responsibility for implementing all tasks and activities .
The detailed Terms of References ( TORS ) for the assignments can be viewed at the website : www.MDLF.org.ps/TOR . 1. The Municipal Development and Lending Fund now invites eligible consulting firms to indicate their interest in providing the Services . The consulting firms must submit a separate EOI for each assignment according to the corresponding e - mails below and can submit for one or more assignments in different envelopes where every assignment will have a separate dedicated team , each envelope must be clearly marked with the name of the assignment . Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . The shortlisting criteria are :
A. General firm's profile :
Core business : The firm must specialize in engineering consultancy , design and construction management , infrastructure development , etc.
⚫ Years in Business : The firm must have a minimum of 5 years of experience in the field of the assignment . B. Qualifications in the Field of the Assignment :
Proven track record in local government infrastructure projects ( Roads , Public Buildings , Water , etc. ) C. Technical and Managerial Organization :
Technical Capacity : The firm uses recognized , pre - approved methodologies for designs , project management , environmental & social safeguards , construction supervision , etc.
Managerial Capacity : Dedicated public sector team with experience in municipal budgeting , reporting , and stakeholder engagement .
D. General Qualifications and Key Staff :
Permanent Qualified Staff : Staff include Team Leader , Architectural Engineer , Civil Engineers , Road engineer , Mechanical Engineer , Electrical Engineer , Water and Wastewater Engineer , Procurement Specialist and Quantity Surveyor .
Applicants must have valid membership in the engineering Association and / or any accredited Engineering body
2. MDLF draws the attention of the interested firms to the conflict of interest articles included in the World Bank's Procurement Regulations for IPF Borrowers , fifth edition dated September 2023 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
3. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
4. Request for Proposals ( RFPs ) will be sent to the shortlisted firms . Firms will be selected under Selection based on Quality and Cost Based Selection ( QCBS ) in accordance with the provisions of the World Bank's Procurement Regulations for IPF Borrowers , Sixth edition dated March 2025 first published in July 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
5. Interested eligible consulting firms may inspect the Request for Expressions of Interest ( REOI ) through the Public Procurement Portal and obtain further information from MDLF during office hours 8:00 AM to 3:00 PM from Sunday to Thursday at the address given below .
6. Expressions of interest must be delivered to the address below on or before 29/01/2026 . Late expressions will be rejected . 7. The address referred to above is :
