INVITATION TO BIDS

1. The Palestinian Energy and Natural Resources Authority ( PENRA ) intend to apply part of the proceeds under Project " Support to PV Hybrid Systems for Public Health Sector Facilities in the West Bank " financed by The Norwegian Government toward payment under the Contract of Supply , Installation , Commissioning , Operation & Maintenance of Hybrid Solar PV Systems for 13 Health Sector Facilities in the West Bank holding ref . No. PENRA / NOR / 2026001 / .
2. The Palestinian Energy and Natural Resources Authority ( PENRA ) now invite sealed bids from eligible bidders for Supply , Installation , Commissioning , Operation & Maintenance of Hybrid Solar PV Systems for 13 Health Sector Facilities in the West Bank .
3. Public bidding will be conducted through a request for competitive bids National in accordance with the provisions of the Public Procurement Law No.8 of 2014 and its Implementing Regulations and is open to all eligible bidders . The required qualifications for the successful Bidder are in Section III of the bidding documents .
4. Interested eligible bidders may obtain further information from Palestinian Energy and Natural Resources Authority ( PENRA ) and inspect the bidding documents during office hours from Sunday to Thursday at the address given below or through the Public Procurement Portal . A complete set of bidding documents may be purchased by interested bidders from the address given below and upon payment of a nonrefundable fee 100 USD . The method of payment will be by deposit in the following bank account :

The Bidding Documents will be sent by E - mail or by hand national carrier . The awarded bidder is responsible for paying the fees of publishing the invitation to bids in local newspapers .
5. Bids must be delivered to the address below on or before 302026-03- at 12:00 noon . ( local time ) . Electronic bidding will not be permitted . Bids must be valid for a period of 120 days after the final date for Bid Submission .
6. All bids must be accompanied by Bid Security with an amount of 97,500 USD and shall be valid for a period 30 calendar days after the bid validity period . 7. Late bids will be rejected . Bids will be publicly opened in the presence of the bidders designated representatives and anyone who choose to attend at the address below on 302026-03- at 12:00 noon .
8. A pre - bid meeting for interested eligible Bidders will be held on 102026-03 - at 10:00 a.m. local time at the address given in point 9 below . 9. The address referred to above is :
