Project Name : Assessment Of Al Bireh Wastewater Treatment Plant . 1. The Palestinian Water Authority ( PWA ) ( hereinafter called " client " ) has received financing ( hereinafter called " the funds " ) from the Austrian Development Agency ( ADA ) within the framework of the Institutional Support Program ( ISP ) . This financing is designated to support Assessment of Al Bireh Wastewater Treatment Plant ( hereinafter referred to as the " Project " ) .
2. The Client intends to apply a portion of the Funds to eligible payments under a contract for consultancy services for the Assessment of Al Bireh Wastewater Treatment Plant . The consultancy services will be procured in accordance with the applicable donor guidelines and relevant procurement regulations , ensuring transparency , fairness , and full compliance with the funding requirements . 3. The " client " now invites eligible consulting firms having relevant experience to perform the service to collect the request for Proposal ( RFP ) documents starting from 8 March 2026 , during official working hours from 9:00 a.m. to 2:00 p.m. , from the address mentioned below and upon payment of a non - refundable fee of 100 NIS ( one hundred New Israeli Shekels ) .
4. The payment shall be made via bank deposit to the " Client " account at the Bank of Palestine , Account No .: 219000/79

6. Late Proposals will be rejected ; Proposals must be delivered to the PWA ( Sealed envelope ) at the address shown below on or before 12:00 pm local time on Sunday 22/3/2026 .
7. The envelope must contain two sealed envelopes , one for technical and the other for financial . Technical proposals will be opened in presence of the consultants interested in participating .
8. The financial proposal shall be in Dollar [ USD ] , currency and shall be exclusive of value - added tax ( VAT ) .
9. A firm will be selected under Quality and Cost Based Selection ( QCBS ) . Address for submission :
