1- The Jenin West Water Utility ( JWWU ) has received financing through Palestinian Water Authurity ( PWA ) from Agence Française de Développement ( " AFD " ) , and is planning to receive additional financing from the EU and KFW , and intends to use part of the funds thereof for payments under the following project :
TAJDID [ Treatment of wastewater and Agriculture in Jenin west for Development , Investment and Decentralization ] .
2- It is intended that part of the proceeds of this grant will be applied to eligible payments under the contract for the supervision of works for the above - mentioned project to JWWU , which is currently in the process of preparing bidding documents .
3- The purpose of the project is to improve the living conditions of the area's population and to preserve the environment and groundwater resources . The project aims to establish appropriate sanitation services for all towns and villages within the JWWU's scope . It includes three specific objectives : ( i ) ensure the collection and treatment of wastewater from the towns and villages of West Jenin , ( ii ) provide treated wastewater to farmers in the area , and ( iii ) contribute to a sustainable and efficient management of the service by strengthening the capabilities of the operator
4- The Central Tendering Department ( CTD ) now invites eligible consultants ( Consulting Firms ) to indicate their interest in providing the Services .
5- Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . Among the submitted applications , the Central Tendering Department ( CTD ) will shortlist a maximum of 6 consultants , to whom the Request for Proposals to carry out the services shall be sent .
6- EOI documents can be downloaded from the website http://shiraa.gov.ps/ar.JO and the AFD / dg Market website .
7- The Expressions of Interest must be submitted to the address ( 2 ) below no later than Monday 12:00 noon ( Palestine Local Time ) [ 20/04/2026 ] .

10- The Central Tendering Department ( CTD ) shall confirm receipt of each Expression of Interest file within 24 hours at the aforementioned email address . In the absence of such confirmation received from the Client within 24 hours after sending its Expression of Interest file , the Applicant is invited to request receipt confirmation of its Expression of Interest file from the CTD .
11- Interested Applicants may obtain clarifications by writing to the email ( address 2 ) below , no later than 7 working days ( Thursday 09/04/2026 ) and the deadline for responding to Clarifications is 12/04/2026 before the deadline for receipt of Expressions of Interest . ( and send Copy or ( CC ) to address ( 2 ) below )

13- The Central Tendering Department ( CTD ) will respond to requests for clarification in writing , by emails or publishing the responses on
the same media as the initial publication of the Request for Expressions of Interest , without identifying the entity which made the request for clarifications
