Project Name : West Bank and Gaza Integrated Solid Waste Management Project - Phase 1 - ( ISWMP - 1 )
Assignment : Environmental and Social Assessment for the Rehabilitation , Upgrade and Expansion of Zahrat Al - Finjan and Al - Minya Sanitary Landfills
MDLF has received financing in the amount of US $ 25 million equivalent from the TFGWB , and PID - MDTF toward the cost of the West Bank and Gaza Integrated Solid Waste Management - Phase I Project ( ISWMP - 1 ) and it intends to apply part of the proceeds to payments for goods , works , non - consulting services and consulting services to be procured under this project . MDLF intends to apply part of the proceeds under the Project toward payment under the Contract " the above - mentioned assignment " ( hereinafter called " the Services " ) .
The primary objective of this assignment is to assess the environmental , social , health , and safety impacts , associated with the proposed landfills rehabilitation and expansion works , and to define practical , site - specific measures to avoid , minimize , mitigate , or manage adverse impacts during construction and operation , in line with the Environmental and Social Commitment Plan ( ESCP ) , for the West Bank and Gaza Integrated Solid Waste Management Project - Phase 1 .

MDLF now invites eligible firms to express their interest in providing the services . Interested firms must provide information indicating that they are qualified and have the relevant experience to perform the services .

( 1 ) General Firm's Profile :
Core Business : the firm shall possess a strong background in carrying out Environmental and Social Impact Assessments ( ESIA ) of similar projects for major environmental infrastructure with proven experience as the lead firm in the preparing ESIA of at least 2 major sanitary landfills in the last ten ( 10 ) years of similar complexity that were conducted satisfactorily , with working knowledge in the MENA region is a plus . Years in Business ; the firm must have a minimum of 10 years of experience in the field of the assignment .
( 2 ) Qualifications in the Field of the Assignment :

Proven track record in the preparation of Environmental and Social Impact Assessment and Environmental and Management Plans and all associated tools in accordance with recognized international standards including the World Bank Environmental Standards for major waste management facilities .
Expertise in the safeguard's aspects pertaining to landfills ' rehabilitation , reclamation , operations , and closure . Expertise in the assessing of cumulative impacts and evaluation of alternative designs in terms of environmental , social , and OHS impacts and requirements .
• Expertise in the preparation of Environmental and Social Management Systems , that includes monitoring , auditing , health and safety , and institutional support .
Technical and Managerial Organization : the firm uses recognized , pre - approved methodologies with track record in implementing multiple complex tasks simultaneously and managing technical teams efficiently and effectively .
General Qualifications and Key Staff :
Availability of Qualified Staff : Staff include team leader , environmental specialist , social specialist , Hydrogeologist / Water Resources Specialist , waste management specialist , Occupational Health and Safety Specialist , GIS / Data Analyst / Illustrator .
MDLF draws the attention of the interested firms to the conflict of interest articles included in the World Bank's Procurement Regulations for IPF Borrowers , Sixth edition dated March 2025 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 . Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and / or a sub - consultancy . In the case of a joint venture , all the partners in the joint venture shall be jointly and severally liable for the entire contract , if selected .
Request for Proposals ( RFPs ) will be sent to the shortlisted firms . Firms will be selected under Selection based on Quality- Cost Based Selection ( QCBS ) in accordance with the provisions of the World Bank's Procurement Regulations for IPF Borrowers , Sixth edition dated March 2025 first published in July 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
