Request for Expression of Interest
Procuring Entity : Municipal Development and Lending Fund ( MDLF )
Location : West Bank
Assignment : Implementing Municipal Creditworthiness Self - Assessment Tool for Selected Municipalities in West Bank Reference No .: MDP4C1-2 . a / # 08 . I
MDLF intends to apply part of the proceeds under Project " Municipal Development Program IV ( MDPIV ) " financed by the World Bank - International Development Association ( IDA ) , MDTF ( administered by the World Bank ) , PA , KFW , Denmark , the Belgian Development Agency ( Enabel ) , SDC , GIZ , EU and AFD toward payment under the Contract " the above - mentioned assignment " ( hereinafter called " the Services " ) .
The objective of this assignment is to support MDLF in implementing the Municipal Creditworthiness Self - Assessment Tool for selected municipalities in the West Bank to :

assess municipalities ' financial health and institutional readiness related to creditworthiness .
identify and prioritize key creditworthiness challenges at the municipal level .
generate municipality - specific assessment results and dashboard reports .
develop preliminary action - oriented recommendations to improve municipal financial performance , financial manage- ment , and creditworthiness readiness ; and
provide MDLF with a consolidated analytical basis for designing targeted capacity - building interventions .
MDLF now invites eligible firms to express their interest in providing the services . Interested firms must provide information indicating that they are qualified and have the relevant experience to perform the services . The shortlisting criteria for firms are :

General profile and specific experience of the firm : The firm shall demonstrate proven experience in Municipal Finance & Creditworthiness , knowledge of municipal budgeting , debt management , and financial performance indicators . Self - Assessment Tools : Experience applying or adapting diagnostic tools for institutional or financial capacity assessments . Urban Governance & Planning : Understanding of local government structures , enabling environments , and regulatory framework Managerial Capacity : proven record in managing similar assignments and managing technical teams efficiently and effectively .
Technical , Managerial Organization and proposed methodology :
Technical Capacity : the firm shall demonstrate effective project management and quality assurance systems to ensure timely delivery and technical excellence of outputs , based on successfully completed projects .
Soundness of the proposed methodology and workplan .

Understanding the assignment and responding to the TOR .

The firms shall demonstrate the availability of key staff : Municipal Financial Experts / Assessors ( minimum 3 experts ) and qualified team leader .
MDLF draws the attention of the interested firms to the conflict of interest articles included in the World Bank's Procurement Regulations for IPF Borrowers sixth edition dated March 2025 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
Request for Proposals ( RFPs ) will be sent to the shortlisted firms . Firms will be selected under Selection based on Quality & Cost Based Selection ( QCBS ) in accordance with the provisions of the World Bank's Procurement Regulations for IPF Borrowers sixth edition dated March 2025 first published in July , 2016 ; and the " Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD loans and IDA Credits and Grants " dated January 2011 .
Interested eligible firms may inspect the Request for Expressions of Interest ( REOI ) through the Public Procurement Portal and obtain further information from MDLF during office hours 8:00 A.M. to 15:00 P.M. from Sunday to Thursday at the address given below .
Expressions of interest must be delivered to the address below on or before 08/04/2026 . Late expressions will be rejected .
