1.The Jenin West Water Utility ( JWWU ) has received financingthrough Palestinian Water Authurity ( PWA ) from Agence Française de Développement ( « AFD » ) , and is planning to receive additional financing from the EU and KFW ( EU and KFW Co - Financiers ) , and intends to use part of the funds thereof for payments under the following project :
TAJDID [ Treatment of wastewater and Agriculture in Jenin west for Development , Investment and Decentralization ] .
2. It is intended that part of the proceeds of this grant will be applied to eligible payments under the contract for DBo for Jenin West WWTP for Jenin West Water Utility ( JWWU ) , which is currently in the process of preparing bidding documents .
3. The purpose of the project is to improve the living conditions of the area's population and to preserve the environment and groundwater resources . The project aims to establish appropriate sanitation services for all towns and villages within the JWWU - s scope . It includes three specific objectives : ( i ) ensure the collection and treatment of wastewater from the towns and villages of West Jenin , ( ii ) provide treated wastewater to farmers in the area , and ( iii ) contribute to a sustainable and efficient management of the service by strengthening the capabilities of the operator .
4. The Central Tendering Department ( CTD ) , on behalf of Employer Jenin West Water Utility ( JWWU ) , hereby invites eligible Bidders international and local classified contractors ( classified in the field of water and sewage ( First class ) ) to submit applications for Initial Selection for the execution of the Works , which includes the Design and Build of the first phase of Jenin West Wastewater Treatment Plant ( WWTP ) , the pumping station and reservoir for reuse of treated wastewater , the photovoltaic ( PV ) system on site , in addition to a short period of operation of the plant ( between 6 and 18 months ) . It is expected that invitation to submit their bids in response to a Request for Proposals ( RFP ) .
5. Interested Companies should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services . Among the submitted applications , the Central Tendering Department ( CTD ) will select a maximum of six ( 6 ) companies , to whom the Request for Proposals to carry out the services shall be sent .
6. Initial selection documents can be downloaded from the website https://www.shiraa.gov.ps/ar-JO/ and the AFD / dg Market website .
7. The applications must be submitted to the address ( 2 ) below no later than Sunday 12:00 noon ( Palestine Local Time ) [ 142026 / 06 / J.Late applications will be rejected :

Application submitted electronically should be in the form of non - editable files ( PDF type ) .
8. The Central Tendering Department ( CTD ) shall confirm receipt of each Application for Initial Selction file within 24 hours at the aforementioned email address . In the absence of such confirmation received from the Client within 24 hours after sending its Application for Initial Selction file , the Applicant is invited to request receipt confirmation of its Application for Initial Selction file from the CTD .
9. Interested Applicants may obtain clarifications by writing to the email address ( 1 ) below , no later than ( Saturday 302026/05 / ) , and the deadline for responding to Clarifications is ( Wednesday 032026 / 06 / ) before the deadline for receipt of Applications for Initial Selection ( and send a copy or CC to the address ( 2 ) below ) Email : jsc_west@yahoo.com
