Request for Proposal ( RFP ) Announcement # 14 - ADM - HQ - 2026 PRCS VHF Radio Communication Network Expansion Project - West Bank The Palestine Red Crescent Society ( PRCS ) announces the launch of a Request for Proposal ( RFP ) for the implementation of the PRCS VHF Radio Communication Network Expansion Project in the West Bank . The project includes dismantling and relocation of existing telecom towers , construction of a new telecom tower , civil and electrical works , installation , testing , commissioning , and full project handover .
Interested and qualified companies are invited to visit PRCS Headquarters located on Jerusalem Main Street - Al - Bireh , Procurement Department , Fourth Floor , to obtain the RFP documents starting from Sunday 17/5/2026 until Sunday 24/5/2026 , from 8:00 AM until 3:30 PM , except Fridays and Saturdays .
A mandatory site visits for all interested bidders will be conducted as follows : Site Visit 1 : Monday , 01 June 2026 - 10:00 Am
Site Visit 2 : Tuesday , 02 June 2026 10:00 Am Site Visit 3 : Wednesday , 03 June 2026-10 : 00 Am
Attendance at all site visits is mandatory . Bidders who fail to attend any of the scheduled site visits shall be disqualified from the tender process .
The deadline for submission of proposals is Sunday 14/06/2026 at 13:00 PM . Proposals shall be deposited in the tender box located at the Administrative Department at PRCS Headquarters in Al - Birch .

Eligible , registered , and experienced companies specialized in telecom towers and infrastructure projects are entitled to participate .
A bid bond in the amount of 5 % of the total bid value shall be submitted in the form of a valid bank guarantee , enclosed in a separate sealed envelope from the technical and financial proposals . Any proposal submitted without the required bid bond shall be rejected .
PRCS is not bound to accept the lowest price .
PRCS reserves the right to cancel the tender without assigning reasons . Advertisement fees in local newspapers shall be borne by the successful bidder .
