1. The Palestinian Water Authority ( PWA ) ( hereinafter called " client " ) has received financing ( herein- after called " the funds " ) from the UNICEF . This financing is designated to support the Consultancy Services for the Palestinian Water Authority ( PWA ) to Develop Needed Instructions Related to the Operationalization of Water Utilities . ( hereinafter referred to as the " Project " ) .
2. This assignment aims to support the PWA in strengthening governance , operational ef- ficiency , and regulatory oversight of RWUs in accordance with the Palestinian Water Law No. ( 2014 ) , RWUs Establishment and Licensing Regulation , and relevant instructions . 3. The Client intends to apply a portion of the Funds to eligible payments under a contract for consultancy services for the above - mentioned Project . The consultancy services will be procured in accordance with applicable donor guidelines and relevant procurement regulations , ensuring transparency and fairness .
4. The " client " may obtain expression of interest documents from GSD website ( http : //www.gs.pmof.sp ) or Government Procurement Portal ( www.shiraa.gov.ps ) , and they obtain further information from the Directorate of General Supplies ( GSD ) at the Ministry of Finance email address : ( gsd@pmof.ps ) or at the address below during office hours from 9:00 am to 02:00 pm .

6. The proposals must be submitted in a written form to the General Supply Department ( GSD ) / Ministry of Finance at the below address not later than 10:00 am on 6/7/2026 , the expressions of interest will be opened at the same deadline for submission in the meeting hall at the address below in the presence of the companies ' representatives and anyone who chooses to attend .
7. The envelope must contain two sealed envelopes , one for technical and the other for financial . Technical proposals will be opened in presence of consultants interested in participating .
8. The financial proposal shall be in Dollar [ USD ] , currency shall be Inclusive of value- added tax ( VAT ) .
9. A consulting firm will be selected under the Quality and Cost - Based Selection ( QCBS ) method , with a weighting of 80 % for technical proposals and 20 % for financial proposals . 10. The address is : Ministry Of Finance
