The Palestine Liberation Organization has received financing from the World Bank toward the cost of the Digital West Bank & Gaza Project and intends to apply part of the proceeds toward payments under the contract eGovernment services : 1. Hukumati UI / UX 2. CMS Module 3. Notification Module 4 . Appointment Reservation 5. Vaccination Records for Ministry of Telecommunications and Digital Economy .
The Ministry of Telecommunications and Digital Economy now invites sealed Bids from eligible Bidders to eGovernment services : 1. Hukumati UI / UX 2. CMS Module 3. Notification Module 4 . Appointment Reservation 5. Vaccination Records as further described in the Bidder documentation , for Ministry of Telecommunications and Digital Economy
The procurement process will be conducted through international competitive procurement using Request for Proposals ( RFP ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " September 2025 ( " Procurement Regulations " ) and is open to all eligible Proposers as defined in the Procurement Regulations .
Bids will be evaluated in accordance with the evaluation process set out in the bidding documents . The following weightings shall apply for Rated Criteria ( including technical and non - price factors ) : 60 % and for Bid cost : 40 % .
Interested eligible Bidders may obtain further information from the Ministry of Telecommunications and Digital Economy :
Procurement Specialist Ahmad Khatib ( akhatib@mtde.gov.ps ) and inspect the bidding document during office hours 8:00 am to 3:00 pm ) by email .
Proposals must be delivered to the address below , on or before 6th September 2026 @ 12 : 00PM ( Palestine Time ) . Electronic procurement will not be permitted .
Late Proposals will be rejected . The outer Proposal envelopes marked " ORIGINAL PROPOSAL " , and the inner envelopes marked " TECHNICAL PART " will be publicly opened in the presence of the Proposers ' designated representatives and anyone who chooses to attend , at the address below on 6th September 2026 @ 12 : 00PM ( Palestine Time ) . All envelopes marked " FINANCIAL PART " shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening .
