IFB No .: [ JAL - C - D07-2026-001 ] PROCUREMENT OF The Engineering , Procurement
and Construction ( EPC ) for JALAMEH Solar PV Plants ( Section 1 and Section 2 ) . AI - SHAMAL , a private company registered in the State of Palestine , intends to develop , finance , design , procure , construct , test , own , operate , maintain and utilize a Solar PV Plant with a total capacity of 5.5MW on Al - Jalameh - Jenin lands . Companies with expertise in this field and intending to participate in this bid must fulfill the following requirements : The company ( or JV ) submitting the bid must comply with all the requirements outlined in the bid documents .
Bidders must demonstrate sufficient financial capacity on a turn - key basis , whether as a sole entity or as a consortium of no more than two firms . To prove this , bidders must submit their audited financial statements ( in Arabic or in English ) for the last five ( 5 ) fiscal years ( 2021 , 2022 , 2023 , 2024 , and 2025 ; or 2020 instead of 2025 if the latter is not yet formally issued ) . Based on these submissions , the minimum annual cumulative turnover for the sole bidder or consortium must be at least USD 2,000,000 during each of the last three ( 3 ) fiscal years ( specifically 2023 , 2024 , and 2025 ; or 2022 , 2023 , and 2024 if the 2025 statement is not issued ) . Additionally , the average profitability for each participating firm must be above 0 % across the evaluated five - year period ; any sole bidder or consortium where a participating firm's average profitability is equal to or less than 0 % shall be deemed non - responsive .
The applying company ( if participating as a sole entity ) or the local entity ( if participating as part of a Joint Venture ) must have previously completed the construction and management of a cumulative minimum of 12 MW of Solar PV capacity in Palestine on an EPC basis , whether independently or as part of a JV . Within this track record , the sole entity or the local JV partner must specifically have completed the construction and management of : ( i ) at least 5 MW of ground - mounted Solar PV capacity in Palestine ; ( ii ) at least three ( 3 ) ground - mounted Solar PV projects , each having an individual capacity of not less than 1 MWp ; and ( iii ) at least One ( 1 ) Solar PV projects executed on an EPC FIDIC Silver Book basis within last 3 years .
Companies specializing in this field that meet the requirements above and wish to participate in this tender must purchase the bidding documents from the representative of Al - Shamal ( TAQA for Development ) , located at Technopark , 4th Floor , Birzeit , Ramallah . The documents will be available starting Sunday , 19/07/2026 , in accordance with the schedule detailed in the table below .
Bidders shall submit their bids electronically to the email address provided below . However , the original Bid Security must be submitted physically by courier or by hand on or before the bid submission date . The protected bids will be opened in the presence of bidders ( via Online Meeting ) who are interested in attending on the same date Site visit : All companies are invited to participate in the site visit , scheduled on the date shown below .
