Architectural and Engineering Consultancy Services

Bethlehem Municipality invites qualified architectural and engineering con- sultancy firms to submit technical and financial proposals for the : Urban and Engineering Redesign of the Lower Entrance and Central Bus Station Front Yard , Bethlehem . The consultancy assignment includes conducting the required surveys and existing - condition assessments and preparing integrated architectural , urban , landscape , traffic and engineering designs , including three - dimensional visualizations , detailed drawings , technical specifications , bills of quantities , cost estimates and complete construction tender documents . Interested consultancy firms shall comply with the following conditions :
1. Eligible firms must be legally registered and licensed to provide architectural and en- gineering consultancy services in Palestine and must submit valid company registra- tion , professional licences , VAT registration and financial clearance certificates . 2. Firms must have at least seven years of relevant professional experience and dem- onstrate previous experience in urban public - space design , transport stations , traffic and pedestrian planning , streetscape design or similar multidisciplinary projects . 3. The technical and financial proposals shall be submitted in separate sealed envelopes , placed together inside one sealed outer envelope clearly marked :
" Tender No. 29/2026 - Urban and Engineering Redesign of the Lower Entrance and Central Bus Station Front Yard - Do Not Open Before 11/08/2026 . " 4. Proposal prices shall be submitted in Shekels and shall include VAT .
5. No proposal security is required . The successful consultancy firm shall provide a performance security equal to 10 % of the accepted contract value .
6. Interested firms may obtain the tender documents from the Financial Department , First Floor , Bethlehem Municipality , starting from Wednesday , 22 July 2026 , during official working hours , upon payment of a non - refundable fee of NIS 100 . 7. A non - mandatory site visit and pre - proposal meeting will be held on Monday , 3 August 2026 , at 10:00 a.m. , starting from the Planning and Development Depart- ment at Bethlehem Municipality .
8. Proposals must be submitted in a sealed envelope to the Financial Department at Bethlehem Municipality no later than Tuesday , 11 August 2026 , at 12:00 noon . Late proposals will not be accepted .
9. Proposals shall remain valid for a period of 90 calendar days from the submis- sion deadline .
10.Bethlehem Municipality is not obliged to accept the lowest - priced proposal and reserves the right to reject any or all proposals in accordance with the applicable procurement laws and regulations .
11. The successful consultancy firm shall bear all costs associated with the publication of this tender advertisement .
