1. The Palestine Liberation Organization has received financing from the World Bank toward the cost of the Digital West Bank & Gaza Project ( P174355 ) , for the benefit of the Palestinian National Authority , and intends to apply part of the proceeds toward payments under the contract for Purchase of Three ( 3 ) Vehicles for TRA Operations .
2. The Ministry of Telecommunications & Digital Economy ( MTDE ) now invites sealed Bids from eligible Bidders for the supply of three ( 3 ) new hybrid electric Sedan vehicles to support the operations of the Telecom Regulatory Authority ( TRA ) , for delivery to TRA Headquarters , Al - Bireh , Palestine , within 60 days from the date of Contract effectiveness .
3. Bidding will be conducted through international competitive procurement using a Request for Bids ( RFB ) as specified in the World Bank's " Procurement Regulations for IPF Borrowers " September 2025 ( " Procurement Regulations " ) and is open to all eligible Bidders as defined in the Procurement Regulations . 4. Interested eligible Bidders may obtain further information from the Ministry of Telecommunications & Digital Economy ( MTDE ) , Attn : Ahmad Khatib ( akhatib@mtde.gov.ps ) and inspect the bidding document during office hours ( 08:00 to 15:00 , Sunday to Thursday ) at the address given below .
5. The bidding document in English may be obtained free of charge by interested Bidders upon submission of a written application to the address below . The document will be sent by email or may be collected in person from the address below .
6. Bids must be delivered to the address below on or before 12:00 noon ( Palestine local time ) on Wednesday , 2 September 2026. Electronic Bidding will not be permitted . Late Bids will be rejected . Bids will be publicly opened in the presence of the Bidders ' designated representatives and anyone who chooses to attend at the address below on 12:00 noon ( Palestine local time ) on Wednesday , 2 September 2026 .
7. All Bids must be accompanied by a Bid - Securing Declaration , using the form included in the bidding document .
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership , as part of the Contract Award Notice , using the Beneficial Ownership Disclosure Form as included in the bidding document .
