Support the Palestinian government reform implementation : Functional review of the Ministry of Education and Higher Education
The Gesellschaft für Internationale Zusammenarbeit ( GIZ ) is executing the Local Governance Reform Program ( LGRPIII ) funded by the German Federal Ministry for Economic Cooperation and Development ( BMZ ) to support the improvement of various national service providers according to the citizen's needs . Further , LGRPIII is executing the action Strengthening Capacities and Institutional Readiness of Reform Actors in Palestine through the support of EU . The main objective of the action is strengthening the institutional capacities , operational effectiveness , and coordination functions of national state agencies , and enabling evidence - based , inclusive , and accountable reform management . In line with this objective , LGRP III is willing to support the functional review of the Ministry of Education and Higher Education .
The intervention objective is to support the Palestinian Government and the Ministry of Education and Higher Education in conducting a comprehensive functional review of MoEHE's mandate , organizational structure , core functions , staffing arrangements , operational processes , coordination mechanisms , and ICT environment . The assignment will identify functional gaps , overlaps , inefficiencies , and reform priorities , and will propose a realistic roadmap and action plan to strengthen MoEHE's institutional readiness , operational efficiency , accountability , digitalization , and capacity to deliver high - quality , equitable education services in line with national reform priorities .
